In accordance with this regulation, a sports facility refers to all areas of relevance, including the external reserved perimeter area. The access and the permanence, to any title, to the sporting system “Italy” in occasion of the sporting event, are regulated by the present Rules of use “and they entail the acceptance by the spectator. The non-observance of the same will result in the immediate termination of the contract of performance, with the consequent removal from the system of offenders, as well as the application of the administrative fine from 100 to 500.
If the offender is already sanctioned, in the same sports season even in a different plant , for the same violation of the Rules of Use, the sanction can be increased up to half of the maximum and the ban on access to sporting events, so-called “daspo” can be imposed. To this end, access to the passages and for the entire time of stay in the plant, the regular access ticket must be kept by the owner and exhibited at every request by the personnel in charge of the checks.
The company that manages the sporting event may refuse entry to the plant to persons who have violated this regulation. It should be noted that the persons in charge of controlling the access rights, routing the spectators and ensuring compliance with the plant use regulations are qualified as stewards and, in the exercise of these functions, are considered equivalent to ” to exhibit, at the request of the company staff, to verify the correspondence between the holder of the ticket and the owner of the same; 4) the viewer has the right / duty to occupy only the place assigned to him and highlighted on the ticket (ticket or subscription) and can not move within the system in different areas without the express authorization of the stewards or forces of the Order.
For reasons of public order, the Public Safety Authority or the company that manages the sporting event will be able to limit or forbid the entry or stay in the plant even to subjects who have regular access rights; 5) the opening of the gates usually takes place 2 hours before the start of the meeting; 6) because of the necessary verification of the correspondence of identity between the holder of the ticket and its owner and in order to avoid long waits at the entrances, which could affect the vision of the race since its inception, we recommend to spectators present yourself at the entrance gates with adequate advance; 7) the choreography and the display of permitted banners must be requested, at least seven days before the event, to the company that organizes the event. The latter, obtained the clearance from the competent Public Safety Authorities, will provide for any authorization, which can also be extended to the entire football season.
The material concerning the choreography and banner display must be displayed in the reserved spaces only and must be removed at the end of the meeting. Furthermore, it is important to remember that the following behaviors are absolutely prohibited and can be detected and contested also through the images recorded by the video surveillance system:
a) stop near passages, exits, entrances, along the access routes, of exodus and every other escape route;
b) damage or tamper with the facilities, infrastructures and services of the plant or its appurtenances in any way;
c) introduce, hold or launch rockets, flares, fireworks and firecrackers or other instruments for the emission of smoke or visible gas;
(d) introduce or hold poisons, harmful substances, flammable materials, drugs and beverages with alcohol content of more than 5 °, stones, glass bottles or containers, contaminating and / or polluting material, systems for the emission of light rays (laser pointers) and any other object suitable to be launched and / or potentially suitable to cause any harm to the person or that the Authority of Public Safety, present at the plant, is considered prohibited in relation to the circumstances of time and place. For this purpose, it is represented that the company that manages the sporting event does not provide any service for the storage of objects that can be considered not to be introduced into the plant;
e) introduce drinks contained in cans, glass or plastic bottles inside the sports facility;
f) sell alcoholic beverages with a level above 5 ° inside the sports facility, as well as every drink contained in cans and / or glass bottles. Beverages contained in plastic bottles must only be poured into plastic or paper cups;
g) introduce or expose banners, horizontal banners, vanes, documents, drawings, printed material and banners containing propaganda to political, ideological and religious doctrines, assertions or concepts that incite racial, ethnic and religious hatred, drums and other means of diffusio¬ne sonora, unless expressly authorized;
h) exhibit material that impedes visibility to other supporters and / or emergency signs or that in any case is an obstacle to escape routes to the pitch and / or to the outside;
i) any form of racial, ethnic and religious discrimination, choruses or other manifestations of xenophobic intolerance; j) any form of political propaganda or personal advertising;
k) access and stay inside the facility while drunk or under the influence of narcotic or psychotropic substances. Among the behaviors that materialize criminal cases, the crimes referred to in articles 6, paragraph 1, 6 bis, 6 ter, 6 quater and 7 of Law no. 401/89 and subsequent modifications, and, in particular, those relating to misrepresentation, the ostentation of emblems or symbols that spread discrimination or violence for racial, ethnic, national or religious reasons, to incitement to violence during competitions competitions, as well as the launching of dangerous material, that is climbing on the structures of the stadium or its appurtenances,
the overcoming of separators and / or fences and invasion of the playing field. Lastly, it should be noted that the stadium is controlled by an audio-video recording system positioned both inside and outside, whose data are processed in accordance with the provisions of Legislative Decree n. 196 of 30 June 2003, No. 196 and Ministerial Decree 06/06/2005. The processing of personal data is carried out in compliance with the law.
It is emphasized that any conviction or even simple denunciation for one of the criminal and / or administrative offenses provided by the legislation on safety in stadiums or any other violation of this regulation of use will result, as an additional sanction, the possibility that the Judicial Authority , in the event of conviction, or the Questore, in the remaining cases,
